White House AI Chief Warns: Excessive Chip Restrictions May Create Opportunities for Chinese Technology to Go Global
According to a report by Bloomberg, David Sacks, the White House's cryptocurrency and AI affairs chief, said on Wednesday that US export controls have not stopped China's technological progress. Speaking in an interview with Bloomberg Television on Wednesday, Sacks said the US should pay attention to Huawei's rapid catch-up with its foreign competitors. He pointed out that the breakthrough AI model launched by DeepSeek earlier this year shows that China can still make technological progress even under the restrictions of export controls.

"Before DeepSeek emerged, people thought China's AI models were several years behind," Sacks said. "But we now realize that they are only a few months behind."
In the interview, Sacks criticized the so-called "AI proliferation rules" introduced by the Biden administration, which were revoked by the Trump administration last month. He called for a more flexible approach to chip export controls.
He warned that if the US imposes overly strict restrictions on the sale of AI chips to allies, it may inadvertently create opportunities for Huawei and other companies globally, prompting other countries to turn to Chinese technology instead.
"If we impose overly strict restrictions on the sale of US products to the global market, one day we will regret it and say, 'How come Huawei is everywhere all of a sudden? We used to dominate this market. Why didn't we seize the opportunity and consolidate our advantage back then?'" Sacks said.
